Environmental Impact Statements and Reports
The National Environmental Policy Act (NEPA) and the California Environmental Quality Act (CEQA) require Federal and state agencies to assess the environmental impact of implementing their major programs and actions in the planning process. If the program is judged to have a significant impact on the environment or is expected to be controversial in nature, the proponent agency is required to file a formal environmental impact statement (EIS). The purpose of the assessment is to provide the public and interested agencies with a description of the proposed action and the scope and extent of environmental analysis. Panacea performs environmental impact assessments/statements with the following objectives:
- To determine whether an EIS or a "finding of no significant impact" (FONSI) is needed for the program or actions
- To aid in compliance with NEPA and CEQA when an EIS is not necessary
- To prepare an EIS when one is necessary
Various factors affecting the environment are investigated by Panacea including, but not limited to:
- Meteorology, air quality, airspace, and noise
- Water, biological, and cultural resources
- Environmental management programs and practices
- Transportation and circulation
- Earth resources, geologic hazards, land use and development
- Socioeconomics, public services, utilities, public health/risk of upset
- Visual and light and glare
